❓ What’s Missing

More implementation detail for “how” to execute each guardrail in different operating models (centralised AI COE vs federated business ownership), including example RACI templates, minimum documentation sets, and sample policy clauses (especially for procurement and third-party AI). The paper references testing/monitoring and system evaluation, but does not provide concrete metrics, thresholds, or example acceptance criteria for common use cases (HR screening, customer support copilots, decision support). It also does not deeply treat model risk in modern GenAI deployments (prompt injection, data exfiltration, tool-use/agent risks) beyond general cyber and deepfake concerns. Finally, while it highlights stakeholder engagement and fairness, it could add more on accessibility-by-design practices and how to run meaningful bias evaluations for Australian-specific demographic and cultural contexts.
